FIN Newsroom exemplar shelf

The exemplar shelf holds the dispatches that set the newsroom’s standard. Each exemplar ships as an HTML dispatch plus an MD twin (the wiki-linkable counterpart), both bound by the voice contract (docs/newsroom/NEWSROOM_NORTH_STAR.md in fin-agentic) and the dispatch anatomy (docs/newsroom/DISPATCH_ANATOMY.md).

Status vocabulary in each twin’s frontmatter:

• pending-owner-acceptance: built and Cat-gated, awaiting the owner gate.
• accepted: the owner accepted it as a standard (N-07 for Exemplar #1; every later promotion runs the champion/challenger rule, N-14).

New exemplars enter only through the promotion rule in docs/newsroom/EDITORIAL_SCORECARD.md Part 3: scored margin, key-dim wins, no Cat regression, owner confirmation. Ties stay with the champion.
